I looked at two factory manuals and they don't mention the plugs.

Here is the photo from Rockauto showing the gasket and plugs you mentioned.

2nd photo:
I thought they may be plugs for those two holes you see on the right side of this second photo; (one towards the front and one towards the back of the block) they are just inside of the old oil pan gasket.

Again I have never changed this gasket and am only trying to further the post so that someone else who has done this will respond. Maybe most don't use them. I am curious myself.
